Yes. Today, there are four toll-free codes: 800, 888, 877, and 866.

I think that its because 800 numbers are the most well known toll-free numbers(meaning you don't have to pay) and even though 866 numbers are toll free too, most people don't know that ... so i guess he just wants to remind us to call 866 not 800 .
