If you are a Thai citizen, you will have no problem. There will be no restrictions on what you can do. If not, you could still get a job teaching English or Japanese with your language skills and university degree.
Your husband has almost no chance of employment. He could start a business but bars and resaurants are extremely competitive. Without knowing the local business rules, both formal (licenses, permits, taxes ...) and informal (sources of supplies, effective advertising, who to pay off and how much, ...), chances of success are slim.

It's not good to own a bar or restaurant unless you really know the business and know who you're dealing with. Lots of people get ripped off by the people they rent from. You will probably be able to find a job if you can speak Thai well but it's not easy to find one, either. Also, your boyfriend can possibly get an IT job working with foreigners who set up their IT businesses in Thailand, or he could teach English. English-teaching jobs are quite easy to get.

Phuket is the most expensive place to visit in Thailand. Yeah, there are bars there and available women. But nightlife is more expensive than Pattaya or even Bangkok. Well, if he cheats on you in Thailand he has been doing it back home since prostitution is legal where you live. And cheating back home doesn't have to involve an expensive plane ride! If he is a cheater he does not have to go far from home!
