The appliance is dual voltage -120 or 240.

The appliance in question is a dual voltage curling iron (bought in the U.S.) - 120 or 240 voltage - that would be used in Europe with an U.S. - to - Europe adaptor. Is this safe?

if it definedly says 240 Volts you can operate it at 240 Volts. Just make sure that there isn't anything like a switch you need to flip to have it on 240 Volts. Otherwise you may damage that thingy.
If there is no switch of some sort, it'll run on twice its power in Europe. Ironing could possibly work a little faster ;)
The difference between 240 Volts and 230 Volts is not really a difference it just means that the maximum voltage is 240 Volts for the aplliance. So if you would operate it with 250 Volt it would run beyond its specs which is dangerous then.

Blondnirvana is correct.

However. standard commercial, or residential voltage in US is +/- 10%.

120 volts could be 108 to 132.

In Europe, officially 230 +/- 10%, 217 to 253.

Most power companies run it on the low side, thus we commonly say 110, when the standard is actually 120.
Europe the same thing, commonly 220 although officially 230.

Yes, the heater is made by a resistor, no problem with the 230 v. plug or 50 or 60 cycles.
It will take a little bit more time, you can't notice it.

yes, the plug fits. If you are in the US, make sure the equipment works on 60HZ. Most over seas countries use 50HZ
