Cops are not God. The Almighty God does not break His own rules. God is all good and created rules for the sinful man.

I think a better description of what's happening is that God is allowed a different set of rules than we are, just like grown ups are allowed a different set of rules from the toddlers.

Humans make their own rules -- the bible, the Q'uran, and other holy books were written by humans, not gods. So Humans are the ones who create their own justice.
