I really think that the best present for a girl is your love. But, of course, there is always a material part too, which in fact is a pretty normal thing. Here are some suggestions:
1) a beautiful bouquet of flowers, not roses necessarily, because they have become the most common flowers, sadly; if she is the romantic type, and loves such moments, you should bring up her emotional side by putting some wild flowers through the bouquet, I think it's pretty original
2) a romantic walk, and not the common romantic dinner; and I'm going to tell you why: if she really loves you, she will appreciate the walk, which, of course, should be dramatized with sweet and mostly sincere words
3) a rare book, or her favorite book in a rare edition - i would fall for that
4) a beautiful pair of earrings - not necessarily with precious gems, instead you can buy some trendy earrings, in her favored colour, eventually
5) a ring, but with a futuristic design, not with stones, because those with gems/stones seem to serious and maybe you don't have very distant future plans; who knows?
6) you can order a painting with the 2 of you, a painting which shall be taken after a picture; there are some painters who have their daily basis schematized on these things; it's really special
7) a baby art collage - with your hand pressed on it... if she cares about you, she will surely appreciate it a lot; even if sometime you won't be near her anymore; it's a really nice memory
8) a large helium balloon, filled with smaller balloons, in her favourite colour, that once thrown in the air, spread her favourite perfume; i know, it's a bit hard to make it, but still, not impossible
9) her favourite perfume, eventually in a limited edition, if it has such thing - the expensive and most appreciated ones usually have such collections
10) again, your love; I believe it is the most precious gift one could ever receive...

The best gift you can give for Valentines Day would be your unconditional love and friendship. But if you are looking for something of material value, hum, lets see, Diamonds are a girls best friend! If you can't afford diamonds or it is too soon for that kind of gift, then may I recommend visa gift certificates. You can buy them at any local supermarket and they are accepted any where that takes visa. That way she is sure to love her gift becuz she got to go shopping for it. Now what girl does not love th shop? But along with the gift card you should buy her a dozen red roses and in the lil envelope that comes with the flowers you should also hide her gift card in there too! Just some ideas.
