It's four pm and it is almost like the evening meal. A proper "high tea" has cakes, cookies, and small finger sandwiches. It is quite good! It serves as an afternoon meal so that one may eat a late supper.

I think we Americans would be thinner if we ate tea in the evening. I know by the time I'm home and sit down to dinner I'm starving and often eat way more than I should!

When I lived in England, our work tea time was at noon. Instead of lunch we had "tea time". On the weekends, most people had it at two. It is like lunch or a snack between lunch and dinner because we always ate dinner really late.

Afternoon tea is served around three o'clock.

High tea is served between five and six o'clock.

Tea as in dinner is served in the evening (and you don't necessarily drink tea with your dinner).

Tea time is 4ish and it's also a complete myth. The Queen probably does it but most of us are in our offices, stressed and tired, not sitting around drinking out of bone china and eating cucumber sandwiches.
