What punishment is worse than death.
Bring them back from the dead and kill them again.

They are already dead, stupid. What are you going to do? arrest a dead person, put the body on trial, and after conviction sentence them to death? If you are talking about catching people in the act, it is pretty hard to stop a person from committing suicide that wants to die for a cause. I doubt if you could get any police officer to cuff a man or woman with several pounds of plastic explosive strapped to their body.

They obviously do not care about consequences. If they are willing to do for the cause then anything else you may try to do to punish them seems senseless doesn't it?

Outside of burying their corpse in a bacon-suit and punishing their surviving family-members, I don't think there's much you can do to punish them they didn't already do to themselves.

The Israelis had a great system, they let it be known that they would learn the identity of the bomber and kill his entire family. Suddenly they stopped because they knew,,those bastards meant it.

They're already dead, but in fact they are "homicide bombers" or "homicide terrorists".
Suicide is when you kill yourself, but they are not just killing themselves, they are murdering and another word for murder is homicide.
