Best answer here is to do your shopping on the net! They obviously don't want customers to shop in towns etc anymore, so vote with your feet!
Locally to me they have recently revamped two city centres, with billion pound shopping centres. They have also seriously increased parking charges, restricted roads into the cities and are even considering 'congestion charges' to all cars entering one of the cities! Crazy really since there is no congestion, cars are decreasing and the ultimately the new shopping centres may never even break-even!
Funny how those that decide such issues never remember that it is customers money that keep things moving, and those customers have to come to them in their cars!
My answer, use the net and save your car for when you really need it; tide is turning, soon they'll be begging you to park and shop!

Private car park charges and penalties are legally enforceable. The company operating the car park need to be able to prove that the regulations are reasonable and that you broke them. Your friend should write to the company that operates the car park, say that there was no way she could have been aware of the regulation that she is alleged to have broken and she's not prepared to pay the fine. If she gets a County Court summons, she should enter a defence (start preparing it now!) and offer to pay £10.

You've got to pay your fines... else they might quickly increase the amount you owe to new serious levels.
No ofc you can't park anywhere. You can get your car towed away if you park somewhere obviously stupid and illegal. My sister had that done and it was £150 to get car back from compound. All you gotta do is look around where you park and check its safe to park there. For shopping centers, sometimes they give you a free hour, but often you need to press for the free hour ticket from the machine first.

No you can't park anywhere these days e.g. double yellow lines, reisdent parking. You can park in supermarket car parks but if they are close to the town centre they have a time limit period meaning it's just for the customers of the store and nothing else and quite right.
If you don't pay the fine will increase and possible court action

Type in PARKING TICKETS in a search engine and follow links. There are some very good organisations to challenge parking tickets. A lot are issued incorrectly, so check them and the signage where you were parked. I never pay them. Always appeal, it costs the council more money to set the appeal. It is nothing more than taxing you again.

If you don't pay, the annoying parking ticket will turn into you having to get your car out of police impound AND you paying for the parking tickets. Depending on where you live, you can get arrested too. Try not to get into too much trouble for some parking tickets.

A tip. Next time you go get your car license renewed, pay the extra to get a different license plate number. Here in San Antonio, they "boot" your car after the 3d parking ticket. So change your license, and you get two free parking tickets to go. I just like to stick it to the man. lol
