OMG I can't believe you guys, this person only asked a question, he's not looking for a grammar lesson, I think all of you are smart enough to understand what he said, it was not that difficult to read it, I could so why are you being so mean with this person??? Take it easy and try to help him by answering what he asked.
Now to answer your question I think the guy should always the first move. At least that's what I expect a man to do because I think it is not right for a girl to do it and I'm too shy to do a such thing. Maybe she's already waiting for you to do that, so go for it.

Listen to what the other guy said.... just make sure when you ask a question... that it is easier for everyone to read. That way, we don't have to read so hard into it that we will tend to ignore what you're asking.
So should you make the first move? Of course.... but keep it casual. What I mean by that is, just be yourself but be kind and a true gentleman.
Open doors for her. Ask her out but don't have high expectations. Don't be too clingy. Just be masculine. Be bold. Then look her deeply in her eyes... and if she looks back deeply into yours... for like 10 seconds... then you have your answer. Kiss her on the lips softly and smoothly for about 3 seconds and if she is still thrusting her lips onto yours... keep doing so until she lets go. Remember... you lead... she follows. But if you decide to let go... then she'll follow. Otherwise if she doesn't let go... then you're in for a good spin! What I mean by good spin is to just enjoy the kiss.
