Never. There is no "safe" time of the month. If you think there is, you are playing russian roulette with your life, her life, and a potential childs life. Use birth control if you are going to have sex, or don't have it at all. That is just how it is. Sorry.

It is never completely safe to have sex. A condom and birth control, either the pill, the patch, depo - which is birth control that is injected directly into the body- are the best measures for safe sex.
A condom alone is not going to prevent pregnancy, and birth control alone will not prevent STI's. The best method is to use both in combination.

When you're abstaining...
Pregnancy can happen at almost any time. There are times when a woman is more fertile. So if you don't want to be a papa before you're ready. You need to either abstain (100% effective) or wrap/birth control (95% effective birth control/50% effective STDs)

IT IS NEVER 100% SECURE. USUALLY THE FIRST COUPLE OF DAYS IS ALMOST OK, COS THEN THE NEW EGG IS STILL IN HE BEGINNING OF ITS DEVELOPMENT. BUT THE SPERM CAN LIVE FOR UP TO 5 DAYS IN THE WOMAN'S BODY WITHOUT LOSING ITS ABILITIES TO IMPREGNATE THE EGG. A WOMAN CAN NEVER BE SURE WHEN EXACTLY HER EGG WILL BECOME FERTILE- THE OVULATION. USUALLY IT'S AROUND THE 14TH DAY, BUT IT COULD HAPPEN A LOT EARLIER OR LATER. SO YOU CAN NEVER BE SURE.
