I've been in this situation before. My advice is this...

Sending an email conveying romantic intent can misfire if the recipient wasn't expecting it. Also, email isn't the best way to have the ensuing "talk" -- it's very easy to misread the other person's intention.

Your friend turned you down before, so you have to accept that she probably had a good reason for doing so (even if the reason had more to do with her than you). While she may feel closer to you than she did, she might still not have come around to seeing you as boyfriend material. If that's the case, dropping the bomb on her might make her feel pressured and uncomfortable.

A better solution is to work on what you have going as friends. Spend time with her, be a little more flirtatious and let her wonder. Women sometimes like having their defenses slowly melted. If you do decide the moment is right to tell her your feelings, do it in person, not through email.

I been chatting online since I was 17 years old. I had so many guys tell me this. Some actually did. Some were just joking around, and then hurt my feelings- But of course I did the same thing back to some others guys.

Cyber space is really cool. But people do get serious. I met my boyfriend online, and we been together for 4 years now. We have a child. And it all started, just like that. "I like you"...etc
