Take the sleeve and turn it up, so the inside it out. Then fold the sleeve up almost to the shoulder, but leave enough to fold over the top, make sure it is buttoned. It is hard to explain, I hope this helps.

God I hope your not in the Army asking that question??!! There are 2 ways to cuff the sleeves. First of all you dont go all the way to the shoulders, unless you have incredible small arms that is impossible. Im in the Air force so Im not exactly sure of the Army regs for rolling up of the sleeves. We do it one way the marines do it another. We do it so the outside of the sleeve shows the marines show the inside. If you are a civilian just wanting to wear it because it has special meaning or just as a fashion statement always always remember never disrespect the uniform!
The Air Force way is to turn the sleeve inside out and pull it up to just below the sleeve rank insignia. The fold the bottom up about 2 or 3 inches, then do it again it should leave just enough to fold the top over what you have folded so it shows the outside of the cuff just below the rank.
Also even tho it may be a bit anal if they are desert issue uniforms they are DCUs not BDUs

That's actually not authorized anymore, BUT if you want to know how it used to be done...
Flip the sleeve inside out so that the end of the cuff is up by the shoulder seam (you should now have the white of the inside showing); make two folds up the sleeve that are the same width as the cuff itself (it's like rolling the sleeve up, but make it neater); the "roll" should reach the cuff, which you fold down over the roll, ensuring the camoflage pattern is still visible, and none of the white is showing.
The Army Regulation for Wear and Appearance of Army Uniforms and Insignia has not been updated yet (you'll notice there's no mention of the new ACU's) but there's also no mention of HOW to roll the sleeves up. It does give you an illustration of how it's supposed to look. Check it out: http://www.army.mil/usapa/epubs/pdf/r670_1.pdf Look at para. 3-16c. (p. 20)

Accorrding to Army regulation you aren't supposed to cuff your BDU's at all. The only time we were allowed to is if we were doing KP during basic training. But if your chain allows it, you do it so that the top of the BDU sleeve is shown and not the underneith layer like the Marines do it differently.

Just want to clarify something. One guy on here said they are not authorized. Actually they still are. The mandatory date for wear out has not passed yet. Also if they are from Iraq they are probably DCU's and not BDU's. No just do what Army girl said. she knows whats going on and how to do it.

While the country is at war, the sleeves should be down, however, Army girl is right on.
