Excellent question. I would say that if we are talking about etiquette then the first person should take the furthest urinal. This is of course assuming that both urinals are of the same height and sanitary condition. If one of the urinals is filthy then they would take turns at the same urinal.
If you are well-endowed, it may be more polite to take the more dimly lit of the two urinals as to not offend. If both guys are desperate and one urinal is absolutely unacceptable then one of them may use the sink or trash can. If the two guys cannot agree then they can trade off half-way through just like Tennis.

They need to get over their sexual insecurity and use the two urinals that are provided. It's not that big of a deal, especially when you see how men carry on with each other in locker rooms. What's the difference? People are weird.

Well the guy who is breaking his neck will pick the nearest one.
If they enter the restroom 'together', then they might even share the same one.. nudge nudge wink wink..
If one of the guys thinks he might fart mid stream, he is most likely to go to one of the 'stalls' and do a ladies pee and sit down.. (Reduces the echo).

Men worry about the funniest things. Either be courteous and differ to allowing the other guy choose first or just rush right in and grab your favorite one.

common male etiquette would be to use the stall if available or wait for the other guy to get finished.this way no one is intimidated by the others presence.This way shy bladders wont act up or there wont be a constant feeling that he is staring at you.
