Companionship possibly. Parakeets are social. He could also just be anxious about the new environment.

The first things to check:
1. Have you given him enough food? Remember, sometimes empty husks of, say, millet seeds may look like food when there isn't actually any food in the dish.
2. Have you given him enough water? The water dish should always have water in it, and should be kept clean.
3. Have you given him enough grit? Budgies require some sand in order to digest their food properly. The sand should not however be mixed with the food but rather sprinkled around the bottom of the cage.
4. Is he warm enough? This is usually unlikely to be a problem, but depending on where the cage is located it's possible for budgies to get too cold.
If you've done all those and he still won't perk up, he might be sick. You can look up various budgie diseases on the Internet or, if you have a book about them, you can look in there. See if you can find any signs of sickness other than inactivity. If he is sick, you can look up ways of treating disease on the Internet too.

He may still be recovering from the stress of the move into a new home. Just be patient and try not to make too many sudden moves or loud sounds for a few days. As long as he's eating, he should be fine. Just give him time. Also, if you want hime to get used to you, you may try sitting by his cage and talking to him in a quiet but happy voice, and see how he responds. try to do this when your house is quiet. If he does nothing after a few minutes, leave him alone for a few hours and try it again. He needs to know that he won't get hurt or anything in this new place.

Like a person, he's trying to get used to new surroundings. If you lived your whole life in a crowded, noisy cafeteria (like the pet store) and someone just came along one day and put you in a room by yourself, would you be okay after two days? As a human,you've had the opportunity to leave your house and see other places (the grocery store, other towns, etc.) he's never left the pet store. Give him another week and if you see no change at all, then call the pet store. Good luck with your new pet!

Your bird is nervous. He was probably living in a pet store with all his "friends" before. So he doesn't know what's going on. My new birds haven't touched their toys either, but they've looked at them with interest. When he gets used to living with you he'll probably love them. Another thing you should do is buy him a "friend" (If you have a big enough cage). It is Parakeet's nature to live in a flock so 2 would be good to have.
P.S. Make sure you have perches that aren't just straught. you can have one or two, but buy a perch with fatter and thinner parts.

This is normal for most birdsin the first two weeks. If he continues to stay in the same spot, he probably moves when u r not looking. Nothings wrong with him.
