If this is related to Americans, then no, you can't get another identity unless you in the witness protection program. If the mother flees an abusive husband and takes the children with her, there is nothing the father can do unless he finds them. Of course, the mother would be wise to get an exparte order against the father first. This will protect her and the child from the father in the future. In america, they issue only one social security number to each individual person. This number stays with you throughout your lifetime. You will never be issued another number for any reason. Only the govt. can request another number. Thank you and I hope this helped.

I guess the child could legally change their name. This may help with the identity thing, but I'm not sure if you can actually change things like your birth certificate and/or Social Security number.
