CALL THE POLICE. If possible get pictures. I rescued a dog from my neighbors. I called the county sheriff and I also took pictures. The police came and then called the dog warden. I filed charges of animal abuse against them and it went to court. They had to pay the vet bill for the dog, $500 dollar fine and can not own an animal for 5 years. The court is very hard on people who abuse animals and your neighbors sound like the kind of people that need to be hung up by their ba--s and see how they like it. Go for the legal way to kick ***. It sure does feel good to hear the Judge say "Guilty as Charged"

Big yes to calling the authorities! Any authority you can find listed in your phone book that deals with animal cruelty.
City pound/licensing, animal control, SPCA, police, hell I would contact the neighbourhood watch people if I had one.
And I would certainly let my other neighbours know, especially ones with pets.
I think you should also keep a really close eye on your cats. Anyone that would do that could easily do worse.
Animals! The two legged kind!

CALL THE POLICE!!!!!!!!! One time I was shopping and I saw this van that looked weird so I checked it out and looked in the window and there were Labradors in there but there were almost ONE HUNDRED and they looked gross and abused. So I called the police right away and the dogs were freed into a shelter and got cleaned up and saved and the man got a fine of $1,000,000!!!
So do the right thing because that is the most horrible thing in the world to torture an animal! It is completely unacceptable and the person needs to know that that is wrong!!!

Are you kidding me? That is horrible!! I can't believe you even have to ask. GO KICK their *** and hang them from the clothes line. That is so awful and I'm sorry to hear it. I hope your cats are okay. You should keep a close eye on them when your crazy neighbor is around.

Call the police if you saw or know for sure that they did it! Kicking their *** will only get you in trouble. Are your cats ok now? Get them to a vet for a check up. The humane society in your area could help bring charges against them too.

I think if my neighbor did that I would call the Police for Cruelty to animals, I would also call the local dog catcher/ shelter and inform then so that he will never be able to adopt a pet and be mean to it.

NO not yet call the cops and then they will take care of it!! That is animal cruelty!!That is one of the meanest thing I have ever heard of.Tell you neighbor that he or she needs to get a life and not hang your cats by their tails!!! Hope this helped!Have a great week!!!!!!!!!!!

Call the police immediately! This is animal cruelty and it's against the law. I wouldn't get involved personally with people like that, if they're crazy enough to do that to a defenseless animal, who knows what they might do to a human. Good luck!

As tempting as it may be... No because then you could get in trouble. You could just report them.
Make sure your cats aren't "bothering them" by going in their house of anything. Even if they are, that doesn't make it ok for your neighbor to do that. So, yeah... I would report them to the cops.
