older systems just have a simple switch where you put your belt in with a lamp or chime attached.
Modern cars often have that switch together with another sensor in the seat telling the computer that the seat is occupied or not.
Then the computer decides wether to warn you if the seat is not empty and the safety belt is unused.
The idea in that was in combination of other safety systems like airbags or belt-tighteners to have the computer decide what to do in case of a crash.
Since modern cars do have more than 2 airbags it'll cost alot of money having all of them deployed for just being a 'bit too sloppy' while parking your car.

Buckling on the Seat belt completes a circuit.
If the circuit is not completed when the car is running, the onboard computer activates an alarm or a signal.

They work as a closed circuit..the circuit when opened will set a relay or send a signal to the eec and sound the seat belt warning sound.
