I'm assuming, maybe ignorantly, that we are speaking about staying in the United States. This is what I know about the US immigration laws...
It depends on her current status in America. If she is here on a valid visa, then she can contact USCIS and explain the situation. Copies of new documents can always be obtained, so the parents having the documents isn't that big a deal. Her real issue if finding a way to stay in the US. She would need to obtain a permanent visa is she doesn't have one already. After that, she would need to apply for permanent residence (Form I-485). Because she is not considered a minor by the US, she can file these forms without the consent of her parents. Have her contact her United States Representative or Senator. They have people in their offices that work with these issues every day.

Katie is correct. If this woman is 23 and is present in the US as a legal immigrant, her parents do not have the "right to do anything they want." She is an adult. They certainly cannot send her back to the country she came from if she doesn't want to go.

She can contact US CIS to get a new green card using the form below; she can get a new passport from her own embassy in the US without her parents' consent. She can move out, get a roommate and a job, and live her own life - she is an adult!

She needs to get her documents from them and move out.

You need to really talk with someone so they can understand
what it is your trying to ask. Make your question simple as
possible.
