Go to the Experts, The NRA!

A website is no substitute for personal hands-on training with a certified, knowledgeable instructor. You will, however, find a lot of basics on the NRA site and courses available in your area. They are well worth the fees and the time!

Also, check all the gun clubs in your area and even community colleges.

Look at Perfectunion.com. It has numerous sectons on all types of firearms, rifles, shotguns, handguns. Within each one such as the Ruger Mini 14, there is the "How To" section such as how to glassbed or free float a barrel. Tons of questions are answered by members and it is all free. Just in this Mini 14 section, there is reloading, scopes recommended, stocks, anything you may have a question for. It also has a search feature so if you are looking for a 22 rifle, just enter it and whamo!

Go take a hunter's safety class, first. It will teach you the proper handling of firearms. You don't want to shoot yourself, someone else, or something you don't intend to shoot.
