It all depends what type of job you are looking for. I'm partial to San Diego, CA. While some consider it to be expensive, it's hard to beat the environment and community here.
There are currently an abundance of jobs in various fields, including the biotech market, healthcare, technology, and finance. Depending upon the job, I've found that the compensation has somewhat kept pace with the cost of living to some degree, at least in my industry.

In San Diego, there is a great abundance of non-profit organizations, and a lot of spirit within the corporate environment to support the community. Our volunteer center offers hundreds of opportunities to help the community. Compared to some of the community volunteer opportunities I've seen in other cities that I have lived, I think this incredible to have this level of volunteer support from the community.

I think Alexandria, Virginia is a great city to raise a family. Also, it is about 15 minutes south of D.C so there are your jobs. Your children would go to excellent schools in Alexandria. Alexandria is very historical and many different cultures live there so your children will experience meeting people from different cultures. It is a beautiful city with parks, the houses can be expensive, but you are paying for a great location. There are many apartments available as well.
You will be about 1 and a half hour north of Richmond, VA and around 2-3 hours to VA Beach! 7 or 8 hours south of NYC. If you are a vegetarian and love organic food, Alexandria is a place for you. On Sunday, you and your family can go the museums in D.C. You can experience riding the Metro. Alexandria has a good public transportation system. Ok! Good luck with finding a great place to live!
P.S. There are downsides to Alexandria as well. The biggest is traffic! It's horrible!

Just by looking at your icon.. I assume you are African American. Using that as a guideline... Houston and Atlanta are in the top 10 list for African Americans to find jobs. Always pick the suburbs... Lovely place to raise kids. Peoria, Arizona is great also.

Housing market is afordable
nice friendly people there too
The job market is not that great if you are unskilled but if you have some form of higher education you should be able to find a job anyplace!
