Actually they are making their bed.
Before dogs were domesticated they would find a spot with some loose plant material and mat down the surface to form a depression they could sleep in. That is why they make dog beds with sides. The dogs like to sleep in a small depression with soft material around them. So even though there bed is made they still go through the motions of making that small depression to sleep in.

It is a sort of nesting instinct. In the wild, turning around like that would tamp down grass or leaves to make a softer, better concealed spot for them to lie in and go to sleep.

I think its like how the cat punches with its claws to soften the spot. My 9 month old Hound dog does it almost every time she lays down.

I think dogs do that to see how tired they are. Or just for a little fun before going to bed... It could also help them dream and sleep well.

Errrmmm, you mean why does YOUR dog do that? My dog just finds a spot and slumps down, only goes in circles before hes pees.

puppies do it because they're not familiar w/ the space and dogs, well, I not sure about them but I think it's because they smell unfamiliar dogs in their bed
