I have googled this proverb and there is no proper analysis of it.

It means that everything , every animal has his or her moment when they come to understanding, its an extension of the idea that every man is a player who has his moment on the stage.

I take it to mean - no matter what, His/ Hamlets turn will come or that it is Laertes time now. He and Leartes are both saying that they had the greater love for Ophelia.

Its a saying used now to suggest that everybody at some time will have some success
