Every time I work out, my heart rate reaches maximum Heart rate really quick. What can I do to train and make it better?

I a only 33, and I do not feel bad when my heart rate reaches that high, I am just concern. I can still work out all I want and keep going, but when I look at my heart rate monitor, it concerns me. Not only that, when I am just sitting down watching tv, my rate is about 100 or about 96
