No because...
1. Global warming is not cause by humans. If you think that our tiny amount of time on this earth we put out enough gas to raise the temperature your wrong. The CO2 produced by all the dinosaurs breathing is more CO2 than we have put out ever. Look at history the climate of eath has changed, hows to say that this change is not natural. We are coming out of Ice Ages so it is obvious that the earth should warm.
2. I doubt we could build one without wasting tons of resources.

No, the heat put off by the exchange process in the coils and the energy utilized to run the compressor sums up to a greater heat output than the cool air provided. Not only that, when you went to dump the R-22 freon out of the system, it would just expand the ozone hole in the atmosphere. Bottom line, it's just gonna keep getting hotter down here unless everyone pedals a bike to work.

No of course not. It would consume more energy in the form of fossil fuels than the cooling effect it could have, in the process produce more greenhouse gases.

If you want to save the environment turn off the aircon, fan, car, stove, TV, computer, etc, etc.

Sorry, but no. Air conditioning only moves heat from one place to another, most of the time from inside of a building to outside. We can't move heat into space, so I'm afraid we are stuck with it down here.
