people are so quick to suggest photoshop but the truth is it costs $649.00 to buy (just cheched the adobe site) and it is a professional program that takes years to learn how to use properly.
Ok, they'll tell you that to simply make your photos brighter with Photoshop will not take years to learn, so there you go.... spending $649.00 to make a few photo lighter. Great!

Yes you might try your luck at finding a cracked version, totally illegal and you'll possibly get a virus or 20 or end up with a non functioning program.

So, you can do the above or you can get Picasa 100% free from here

Or you can get Irfanview 100% free http://www.irfanview.com and learn in 15 minutes.
Or get the Gimp for free at http://www.gimp.org and spend the same time it would take to learn Photoshop, the only difference being the $649.00 you save.

Choice is yours. Feel free to copy and post this message to help fight all bad advice given to all simple people wanting to perform simple tasks on photos, for free and without the need to learning complicated professional software.

If you use a PC, then try http://picasa.google.com/. It is a free software from Google that does a very good job at fixing most common digital photos. Besides fixing brightness, there is a fill button that can simulate a flash. Also try using the histogram for correction. I find Photoshop too complex a learning curve to get up to speed, just to do the simple things, i.e. it cost money and also do too much for what most people would need.

I have an Epson printer which has a function on it which restores old or dull photos very effectively. There's also Photoshop - an excellent piece of software which is broadly available.

You can use any photo software to improve any image. I use photoshop CS2, but you can use the software that comes with your digital camera just as well.

Even though it’s an expensive remedy, Adobe Photoshop is still a reliable software for photo editing. To adjust the brightness of your images, tinker with LEVELS, BRIGHTNESS/CONTRAST or SHADOW/HIGHLIGHT or even a combination of these tools. These are located under IMAGES > ADJUSTMENTS.

They are very easy way,Either go to Adobe Photoshop and go to a words "IMAGE" press down a button and you will see "ADJUST" and then "LEVEL" button,so that you could adjusting your photos brighter.Secondly, you could adjust aperture from f /8 to f /22 until you got the correct exposures from your Digital camera before taking the Pictures.

or
even a program for you camera..
most cameras come iwth programs that allow you to do that
