I have been dating a guy for a short period of time and I really like him, when or is it ever the right time to tell him that you want to see them exclusively?

every relationship is different, but i'd start by dropping a hint or two, like: "i'm so glad we get to go out together so often, i've pretty much lost all interest in other guys, to be honest!"
see what he says back to you, and that will give you an idea of how soon you should say "well, i don't have plans to date any other guys now, what are you thinkin'?"
he'll probably be thrilled you want him exclusively and if he's a good chap, he'll do the same for you. good luck.

Does he currently date other girls? Does he treat you like you want to be treated? There may never be just the right time but look at the big picture. If you feel that it might scare him, then wait, but don't keep your feelings hid just to keep him around. You have to be honest with him AND yourself. If you really like this guy and you think he's worth it go for it. Either way you will find out how he feels about you.

I would wait a bit more.. see him under different lights.. Is amazing how time will really tell you if you should ruin a good friendship over 2-3 months of a bad relationship....
I would wait until my heart couldn't take it anymore..

I think you should always tell how you feel so there is no misunderstanding of what you want in the relationship even if your telling them with actions remember actions speak louder that words.

I don't know. I have never found myself in a position where I have actually felt all that comfortable with a guy.
