I am wetland biologist, and I work for a consulting firm, I recently got certified in Construction Site Soil Erosion and Pollution Control. You will always have your construction sites that constantly get fined for not following the pollution rules. But, construction sites CAN NOT begin work until someone, like me, has signed off on there plans to keep there sites as environmentally sound as possible. Most of the standards that they are to adhere to are stricter than a normal person has to follow.
Cement that gets into the drainage ditches is the biggest concern. It is the job of the person that sign off on the plans to monitor the construction site, and to turn them in to the Department of Ecology for any violations.
The problem is alot of people do not have ethics, and care more about the almighty dollar.
