How about less peppers and garlic? Why neutralize the flavor when you can just add less?
If that doesn't work for you, try milk or cheese. There is something in milk that counters the burning of peppers in your mouth in a way that water and soda doesn't. Since cheese is made from milk, it may work, too.
I make a delicious curry for my husband and myself, but I add honey to it for my kids. It doesn't cover the flavor, just changes it enough for their young palates.

Try adding some curd (not the one with a sweetness) to the dish . This is what my husband does when I cook something which turns out to be very spicy. He just runs to the refrigerator for curd :) ...i tried it too, i found that it seems to take away the spicy taste a bit.

add tomatoes, this will give a richer flavour whilst cutting down the hotness of the food :D also potatoes are good (as the person above said)

And why would you wan to do that? Bring it on!!! The hotter the better. Who need illegal drugs when you can have chillies?
And why pepper? Wouldn't chillies be even better? (or may be it is chillies that you are calling "pepper"?)
