Try all different types of veggies and offer them in many different ways. Most importantly, keep trying!
My budgies eat borccalie, and love it! Suppssdly it's because the head bit looks kind of like seeds or something. They also love celery but that isn't quite so good for them.
Corn on the cob is another favorite, as are almost any leafy veggie.
Try clipping them to the side of the cage. I also have a hanging thing which i spear the corn with and hang from the cage roof. It's like on huge tasty toy for them. I feed them apple and almost anything else like this, kabab style!
try cutting it up and putting it in their seed dish, even sprinkling it with seed to try and trick them into tasting it. Try blending it, butting it up to different sizes and in different shapes.
Try sprouting their seeds and feeding them those when they little roots first start to appear. Do a net search for more in depth details on sprouting.
Also try getting a small shallow pot and filling it with dirt and planting some of the sprouted seed in it. When these grow you can put them where your birds will seed them and they might even eat those.

Keep offering the fruits and veggies. It has taken me two years to get my Green Cheek used to eating the good stuff.
Quite by accident one morning I forgot to put his seed bowl back in his cage but had put his fruit, veggies and pellets in after being refilled. An amazing thing happened, his fruit and veggie bowl was absolutely clean by early afternoon. You might try withholding the seed for a couple of hours and only offer them the fruits and veggies. Also, at the parrot sanctuary where I've volunteered, they mix everything together in one bowl. You might try that has well but remember to change it out mid-day to keep the food and seed from spoiling.

It can be hard to get budgies to eat anything other than seed. If you have tried different ways of preparing veggies and have had no luck I reccomend this http://www.squawkstore.com/store/product_info.php?cPath=2_187&products_id=818
You can sprinkle this on their seed/pellet mix daily and then they can the vitiamins that they need. I have had good luck w/ my budgies using this.

A trick I've found is cut them up different ways. It took me a looooooooooong time to get my bird to eat veggies. I finally discovered that he liked grated carrots. After he ate grated carrot for a while I'd throw some bigger chunks in and he'd eat those too now he'll eat carrots.
It's just a matter of figuring out how they like it prepared.

alot of parakeets like to have lettuce baths..wet the lettuce and put it on a plate..introduce it and after they bathe, they chew on the lettuce..it may take a while but have patience...it will work
