No! It's a tool to find which wires (pair) your working on. Although since it is an "inductive amplifier" it will pick up conversation on the wires. Filter just means it cancels ambient line noise so youcan hear your tone generator.
P.S. Please be a good person and return it to wherever you found it, it's not cheap and the tech will probably come looking for it.
