A permissive bridleway is used by permission but at all times remains the owner's property - often these will have a small print notice nearby saying that the path will be closed on Christmas Day (or just one day whenever) otherwise it becomes a public right of way if it's open all year.

Public ones have no such limitations and anyone has the right to walk there at any time.

A permissive bridal path is one thats is on or goes through privately owned land, but you have the owners permission to ride your horse through it. Public, as it suggests is a public bridal path that everyone is free to use.
