And he never calls. Then, when I call him back and he answers then suddenly has to go do something. Does that means he's not really into me?

That's exactly what it means...Leave the poor guy alone and move on. You should have never called him more than once and you should have waited for him to call you back...as he did not, there should have never been another call from you. All you did was make yourself appear desperate and make yourself look like a possible stalker as well as a potential desperate booty call whenever he gets the notion to use you for all you'll ever mean to him. Keep your self respect Girl and don't call him again!
