terror= fright/alarm
fear= that which causes one to avoid actions out of desire to avoid the consequences.
human=those who are intended to live upon the earth in subjection to God, yet are bad as a result of Adamic sin.
God=Either Almighty God, who has supreme authority or god('s) as in those that are created by God to live in the heavens.
Bad man=all men.
Terrorist=anyone who uses the threat of mortal attack to bring others under their control.
The relationship is that of those that dominate other men(by means of terror), do not have the fear that their actions have certain consequences. God will definitely take action at his discretion to destroy those that do not fear him. God will reward those that, although are bad by inheritance, have a healthy fear of offending God or usurping his authority to decide which of us (humans) should live and which should die.

This is several questions in one. But basically there is good and evil. God is good. Man is evil and he constantly develops more evil ways to harm other men.
