Any thoughts on things I can do to help myself sleep through the noise? Or some other action I could take? You could suggest talking to the RA, but I have and actually, she is part of the problem.

If you've gone to the R.A., your next step is to go to the R.D. If you still have no satisfaction, go to Resident Live or what ever your school may call the director of housing. There are specific rules about required 'quite time' in every dorm and you're entitled to some consideration.

Did you know that the R.A.'s and R.D.'s usually do not pay for their housing because they volunteer for their jobs. Sometimes the threat of having to start paying housing costs, which are considerable, is the incentive they need to do what they signed up to do ... help keep order, among other things!

Then you need to go to the administration office and talk to whoever is in charge of assigning RAs. The RA is not doing their job. You pay a lot of money to live in the dorms, you should have an RA that does their job.
