Transport of passengers in vehicles designed to carry at least ten passengers is zero rated so no VAT is actually paid.

Are there any trains which carry fewer passengers? It would be interesting to know if there were.

no you dont, because VAT stand for Value added tax, which can be applied to say a sofa, or a game, as it adds value to an item i.e your house or a games console.
A train ticket is not subject to VAT

yes - vat applies to goods and services. Certain things are exempt such as fresh food and children's clothes but vat is on most other things including transport.
