I hear that when a person is blind, and it is raining, they can actually see. I didnt believe this first time I heard, so i wanted to know what someone else thought.

no of course not - they are blind!!!!!!
I mean, take me - youd never guess i am as blind as a bat would you? thats right - i cant even see my hand in front of me! - just goes to show - you never can tell!
But now i guess you are wondering - how did he see the question? how did he reply? how did he see what he was writing?
well the answer is simple - i aint blind lol ha ha i lied ha ha ha

No. Blind people are blind. Period. Rain doesn't magically let them see. Otherwise all blind people would move to Seattle.

They can, however, smell and hear when it rains.

They can feel it and hear it but it depends on the degree of blindness they might be able to see it. My cousin is legally blind and can't drive a car but she can still see some things.

if the person had sight before they became blind then surely in their minds eye they can imagine what the rain may look like ...
but if a person is born blind then they have no frame of reference....that was easy...two points please
