There is new technology using pulsed light called Energist Ultra VPL. It permanently removes hair after a few sessions (depending on the person).
Hope this helps.

Her question was how can you permanently remove hair, not your personal opinion on why hair should or should not be removed...
N e ways, the best way as they say is the laser, not an electrolyisis laser, but a more high end laser (dependent on hair and skin type). As previously stated they do not say permanent, but I have had laser hair removal on my bikini area, underarms, and legs for more than three years now and no sign of any growth, and everyone says how baby smooth my skin is. The only side effect I have had was after the treatment itself where your skin may peal and feel itchy (remember, they are basically burning you) Please keep in mind, it is a painful process the further you progress, as they have to increase the power of the laser each time. You are given a numbing cream to help with the pain but you will still feel the sting. It feels like someone waxing you one hair at a time! Surprisingly almost everyone I know says the underarms hurt the most, I agree! Last but not least it is expensive depending on how many treatments you need, I have dark skin and medium to coarse hair and it took 6 treatments on underarms and bikini and five on legs. Again the amount of treatments is dependent on your skin and hair type with darker and coarser hair needing more treatments. Look to pay an average of 700-1000 per area for about 4-5 treatments.

Laser hair removal is best. Depends on the laser used, hair may be permanently removed after 1 - 6 treatments. However, go to any laser clinic they never say permanent. They tell you up to 6 months, which for hair is a pretty long time. It also depends on the type of hair, blond, brunette, asian, african, indian, etc. Thicker, darker hair takes longer and is harder to remove for longer periods of time.

Electrolysis and laser hair removal are “permanent” hair removal methods but are expensive and you have to find a trained professional, otherwise your skin could be damaged.

When something(may it be a chemical, may it be a ray)is permanently destroying one part of my skin( the hairs or their roots),how can it be good to the surrounding parts (i.e. the rest of the uppermost skin.

Electrolosis is the only way, its like a pen with a lazer which stops the hair in the folicle from growing by destroying it.
