Buy them on ebay. I have purchased tons of used balls there.
They are ranked from aaaa - a. figure to pay anywhere to a quarter or half the price depending on the brand for the used balls.
Best thing to do in a search if you know your brand is to type in the golf ball company name, make a ranking (aaaa or aaa)
and view the results.

I just bought 120 AAA Titleist golf balls for $70 on Ebay. The seller was Knetgolf. They have a store on Ebay. The shipment came really quick and you can't beat the price.

the closest to the lost balls are the marshalls and golf maintenance crew, ask them where they surrender or sell the ones that they picked up.
