it is best to wash your hands with hot water and an anti-bacterial handwash.

I recently heard that it was better in luke warm water. Cold water does not kill germs and when you wash in hot water, you tend to not wash as long since the water is hot.

If you don't use soap there is not much point in washing your hands. Whether the water is hot or cold you doesn't make much difference as your body would warm it anyway. Use soap, and make sure you dry your hands thoroughly.

I am going to say hot/warm water with soap is the best because it is more conforting to me! I do not like being so cold, unless I am hot. So the hot water does two things, cleans and keeps me warm!
