I saw this guy a week a go at a restaurant and he kept looking but so far made no action of speaking or getting my number. The very next day, we saw each other again. Our paths crossed and we were both staring at each other. He probably was as shocked as I was but I totally felt a connection! I mean... D'you think he's feeling the same way as I am? He did stared at me... Not the ordinary stare.

Sure, you don't want to make yourself look desperate by throwing yourself at a man, but a little encouragement might be indicated here.
I usually find it easiest to approach a woman in public, if I at least have some other pretext for talking to her. That way, I'm not going to be too embarrassed, if she turns out to be married or something.
Apparently, you both like this restaurant, and have similar schedules. I'd say there's a very good chance that you will cross paths again. You might be able to enlist the assistance of a waitress, who could ensure that you are seated right next to each other. That could facilitate a little small talk, which after all, isn't really an option, if you have to shout across a room.

Yes, he probably is feeling similarly, unless your are delusional. Any who, there is one way to find out...go find out. Females willing to get things started are hot; but beware, this all may be a sign he isn't mature enough for something serious; If he can't take the first step, he might not go the distance.

if he likes you he will be very shy to say it and very shy to even make the first move
if u like him try making the first move or drop some hints or even start a conversation besides any girl can get any guy she wants, because we find it hard to get any girl we want
