Head upto Gang Won Do, it's colder than Seoul, so therefore there is likely to be more snow there... actually this year hasnt been all that cold, so I wouldnt be surprised if there is still alot of snow in March.
In Gang Won Do around Sonrak San, there are hot springs, and ski fields within close proximities.
However wherever there is a ski field, you should be able to find a sauna nearby, or in the condos, it's also possible they have public baths.

There is a nice ski hill in Suanbo. There are also hot springs there too, and a tobboganing hill. Nice place to ski, went there myself last Christmas. I actually would be surprised if there is any snow in March though. We have had snow twice this year, and it didn't stay more than a few hours each time. It is extremely warm this winter to the point of being able to go out in a light shirt and a sweater rather than bundled up as in the past.
