it's not normal but it's not horrible either. if he is still a pup you can try taping the ears to traing them to stay down. it probably means he comes from low quality breeding, but bad ears can happen to anyone. most terrier breeds have their ears "glued" so the ear set will be perfect for the show ring, but staffie bulls don't need that.
get the dog fixed, and don't worry about it too much.

Cropped or natural upright ears? I'm assuming you mean natural...staffy bulls ears are not normally cropped. Some dogs ears simply don't lay or 'set' right. As a pet (rather than show dog) it doesn't matter.
