Go to Reading Terminal Market and just shop and graze your way through. There's Rick's for the best Philly Cheesesteak in town, Delilah's for southern food and what Oprah proclaims "the best macaroni and cheese in the world!" plus tons of specialty restaurants and food shops. Make sure to get pastry and chocolate! This is a great way to spend a long date... and there are so many vendors and things to see and try, it's very casual and fun, fun, fun! I took my ex-girlfriend to Warmdaddy's on the riverfront for our 6 month anniversary awhile back. I was under 21 at the time, and I had a great time. The atmosphere is a lot of fun and very relaxed...its a soco jazz restaurant with friendly service and great food. I'm very tough to please in terms of food culture, and I enjoyed everything I ate.
Its also very romantic inside and relatively private depending on where you are. I definately recommend this place!

Continental Midtown generally does not card people under 21...but you always take your chances. Most of the Stephen Starr restaurants don't card. Jones, El Vez, etc....these are fun places too! I spent the first few years of college at these places! Semi-pricey though!

There are a ton of really cool places in University City that should be around your age and in your price range. There's my favorite, Mad Mex! Mmm...I wanna go now...
There's also Jones' which is a Steve Starr place in center city. Not as high falootin as the Continental, and the prices are pretty reasonable. Yum!
