This question is about absinthe, Artemisia absinthium is legal in the states but Artemisia abrotanum is not. They are both types of worm wood. Is there really any difference?

Neither of those variants of Artemesia (nor any other) are illegal in the US. The flavors of each are all quite different, though. As for the "effect"...that's just hype and hollywood, not fact.

Absinthe is illegal to produce and sell in the US, but not to posses or drink (go figure the logic behind that) but is not likely to be changed any time soon because there isn't much effort to make that change or to prove that there is no basis for the ban in the first place.

Both are legal in the US.
I think you have them switched. A. Absinthium is the herb used in absinthe. A. Abrotanum is the herb used in a pseudo-absinthe called Absente that you can buy in the US.

Yes different species have different flavors, Artemisia dracunculus for example is Tarragon.
