we have talked and he tells me he loves me and that there is no one else and then things change for a sec and then they are right back to the same **** and i realy dont know what to do i want to be with him but i can't afford to be the one that gets hurt this time am i wrong

No you are not wrong to think of your self it sounds like you are a bit overdue in fact.What ever the problem is obvious the other half is not willing to fix the problem permanently so do not spend the rest of your life being miserable.
You cannot force a person to be the way you want them to be.They have to decide to want it for themselves.
