When you make a contribution to a charity in the name of a deseased person are you able to claim that on your taxes? It is a donation to some extent isnt it?

Yes, the gift is only in the name of that person. You have not placed any restrictions on the organizations use of the funds. As such you can deduct it on your return.

Yes, if the charity is registered and as a non-profit tax deductible organization.
