If you are refering to military field phones, its simple they are used when a new base is being constructed in a conflict area. These phones are to provide temporary communication till fixed COMM can be placed.

If you are talking about phones placed on the side of highways. They are there for people to use in emergency situations.

the ones on the side of motorways are to assit drivers if the event of a road accident or a brake down
