By underage, I mean if you're not considered an adult in your country? Like, let's say you're 15 and you'd only be an adult when you're 21...can you convert to Judaism if you're 15?

Hebrew culture is more than just a religion: it is a language, a history, a founding civilization, a philosophy, a community and a social system. It is a huge undertaking and is better left to committed, serious, older adults who can deal with the initial rejection and hesitancy on the part of Rabbis, who must refuse to accept new converts at first.
