It's not mentioned in the Bible. However, I'm pretty sure that the thoughts that provoke masturbation are indeed sins. I think it's more of a process over product situation here.

It is definately a sin to masturbate! It is lustful and one day you will be bored from it and then you will start to fornicate! But if you have no other option it is better then having sex when you are not married!
