I'd rather go to prison than fight in a war I don't believe in.

it is against my beliefs to fight in a war.
I can not put myself in your shoes.
I personally would refuse and seek sanctuary within the Temple. I am far to old to draft but I can not with good conscious send my children (Covenant) into a war that should never happen.
It is not right for the United States to invade any country. Iraq should be enough of a lesson.

Chances are you would be jailed. Depending who's in power, you might also be given the option of serving in a non-combat facility. In World War I and II, pacifists were assigned roles such as assuring communication lines, or picking the wounded off the battlefields.
Hard to say. There's a lot of what-ifs in your question.
